After checking the in-game details (which I’ve also captured below), here’s a plain-English summary of the rules that really matter:

• Guaranteed 4-star or higher every 10 pulls. This softens the blow of bad luck streaks and often delivers early surprises.

• 5-star pity is shared across all Featured Weapon Convene banners. If you don’t get a 5-star weapon this time, your pity counter carries over to the next weapon banner—so no progress is lost.

• The rate-up is 100% when you hit a 5-star. That means if you see the golden glow, it’s definitely Blazing Brilliance. No 50/50 anxiety here!

• Blazing Brilliance is event-exclusive. Once the banner ends, this weapon will not be added to the standard pool or any other future convene. If you want it, now is the only guaranteed window.

From my own experience and the theorycrafting I follow, this is one of the most generous weapon banners we’ve seen in a while. Even free-to-play players can benefit enormously from the 4-star line-up. For example, Comet Flare is a sleeper hit for sword characters who rely heavily on their Resonance Liberation—pair it with Yangyang or Danjin and watch the rotations smooth out.
